The sanctity of free and fair elections should be inviolable, yet the evidence surrounding the 2020 U.S. Presidential election unveils systemic vulnerabilities at the core of our democratic process. These are not mere procedural oversights but cascading failures by the institutions tasked with safeguarding election integrity. The neglect is vast and deeply alarming, from expired Voting System Test Laboratories (VSTLs) certifications to the unchecked reliance on Commercial Off-the-Shelf (COTS) components. This negligence is compounded by the manipulation embedded within third-party software and the profound dereliction of duty by oversight bodies like the Election Assistance Commission (EAC). Together, these failures create a system ripe for exploitation, manipulation, and the erosion of public trust.

VSTLs are supposed to be the guardians of election integrity, ensuring that every voting machine is secure, accurate, and tamper-resistant. Established by the Help America Vote Act (HAVA) of 2002, VSTLs are mandated as the bulwark against vulnerabilities in our voting infrastructure. Yet the reality is that these laboratories have failed under the weight of complacency and neglect. The affidavit reveals how Pro V&V, one of the primary VSTLs, operated for years with an expired certification after its EAC accreditation lapsed in February 2017. Despite this lapse, their tests continued to be used to validate voting systems. This is a flagrant violation of federal standards, which should render those validations null and void. Similarly, SLI Gaming received NIST certification only weeks before the 2020 election, a timeline so expedited that it undermines any claim of rigorous verification.

This dereliction by VSTLs is not a technical footnote but a fundamental breach of the public trust. When the very entities responsible for ensuring voting machine security fail in their duties, the credibility of the entire electoral process is compromised. This failure violates HAVA’s core mandate, stipulating that only accredited laboratories can certify voting systems. These lapses result in a voting infrastructure where vulnerabilities are unchecked, exposing the system to manipulation by domestic and foreign actors. The public is left to wonder: if the certifiers themselves cannot be trusted, how can the machines they certify be trusted?

The vulnerabilities introduced by Commercial Off-the-Shelf (COTS) components add another layer of risk. COTS components — such as processors, modems, and generic software platforms — are favored by voting machine manufacturers for their cost efficiency and availability. However, their ubiquity and foreign origins pose grave national security risks. According to the 2018 Intelligence Community Report, the reliance on foreign-manufactured hardware, particularly from China, opens the door to intentional backdoors and cyber vulnerabilities. The affidavit cites examples where modems and processors sourced from Chinese companies could compromise the integrity of voting systems. This is not a hypothetical threat — it is a documented reality.

Consider the 2014 Ukrainian elections, where COTS components were exploited to manipulate the outcome. The election system was allegedly sabotaged through modem vulnerabilities, resulting in a delayed and disputed outcome. This real-world example underscores how COTS components can serve as the weak link in election security. The risk extends beyond Ukraine: Huawei, a Chinese telecom giant, has faced widespread allegations of embedding surveillance backdoors in its hardware. The potential for election interference is undeniable if such vulnerabilities exist in voting machine components sourced from similar manufacturers.

The risks inherent in third-party software providers like Scytl and Dominion Voting Systems compound these hardware vulnerabilities. These companies are responsible for critical aspects of the voting process, including configuring votes, encrypting data, and reporting results. The affidavit highlights how these processes can be manipulated through trapdoor commitments — encryption methods that allow those with privileged knowledge to alter vote tallies without detection. This undermines both universal verifiability (the assurance that votes cast are votes counted) and individual verifiability (the ability of voters to confirm their votes were counted correctly).

In the 2020 election, evidence of such manipulation surfaced in key battleground states like Michigan and Wisconsin. Sudden spikes in vote tallies — such as a reported 54,199-vote surge for Joe Biden — reflect patterns consistent with algorithmic manipulation. The affidavit parallels similar incidents in Estonia and Ukraine, where algorithms and encryption loopholes were used to rig elections. These historical examples demonstrate that electronic voting machines can be weaponized to control outcomes, turning tools of democracy into instruments of subjugation.

The failures of the Election Assistance Commission (EAC) exacerbate these vulnerabilities. Created to enforce the standards of HAVA, the EAC has instead allowed the system to decay through neglect and incompetence. The affidavit reveals how the EAC failed to maintain continuous accreditation for VSTLs, rendering their certifications invalid. The EAC lacked a quorum for over a year, paralyzing its regulatory functions. This failure to act has enabled insecure voting systems to remain in use, betraying the EAC’s mandate to protect election integrity. Senior EAC officials Christy McCormick and Patricia Layfield bear responsibility for this dereliction, which has undermined public confidence and opened the door to systemic fraud.

These cascading failures demand immediate and comprehensive reform. Transparency must be the guiding principle for every aspect of the voting process.

It’s 2024, and yet we still rely on machines to decide the future of our republic. Elections are not about speed or efficiency — they are about integrity, transparency, and the unshakeable accuracy of the people’s will. Paper ballots, counted by hand, in full view of the public. No scanners. No databases. No technology that may be manipulated, corrupted, or hidden behind a veil of code.

A free nation does not entrust its voice to the cold logic of machines. It safeguards its voice with pen and paper’s simple, incorruptible power. We are not a people in need of efficiency; we demand honesty and accountability. Let every vote be tangible, traceable, and counted in the light of day so that citizens can see the proof of their democracy in action.

I stood before you, sounding the alarm on election fraud as early as 2016 —repeatedly and with evidence in hand. Yet those who claimed to be champions of truth chose to dismiss me, to smear my name, and to bury the very findings that could have preserved the integrity of our nation. Instead of heeding these warnings, they embarked on endless talking circuits, spinning wheels, collecting donations, and teaching people how to chase their tails. They filled arenas and airwaves with theories and half-measures, knowing that these futile efforts and audits were designed to fail. The truth — the answer — was right there in front of them, waiting to be acknowledged. But they chose control over liberation, spectacle over substance.

We were attacked. The United States was struck with a weapon we had created — a weapon designed to destabilize foreign adversaries, now turned inward against our people. This was not just an assault on an election; it was an assault on the very heart of our republic. And while the battle raged, those who should have been fighting for truth were busy building their brands, bolstering their influence, and profiting from confusion. They knew the truth but packaged it as a product rather than a mission. They failed the nation when it mattered most.

Now, as Ukraine’s elections are openly decried as stolen, the same tactics and manipulations I documented — the ones I lived through, the ones I exposed in my affidavit — are finally being acknowledged. But only after the damage has been done. Meanwhile, voices like Jerome Corsi parade others as “new experts” who claim to have just discovered algorithms in the voting software. Yet I detailed these very methods long before their convenient revelations. The betrayal of truth is not new; it is a cycle as old as history. The real work, the fight for our nation, was ignored because the messenger was inconvenient. And so they silenced me, not because the message was false, but because it threatened their hold on control.

But true patriotism, genius anchored in love for one’s country, does not bend the knee. It does not fall silent in the face of lies, corruption, and deceit. I did not expose these truths for personal gain; I did it for our nation’s survival, to preserve your right to choose your leaders in a free and fair process. I did it because I believe in a republic where every voice matters, every vote counts, and truth — no matter how uncomfortable — must be heard.

Ask yourself Why they dismiss the truth when it could have made a difference. Why did they let the nation bleed while they lined their pockets and led you in circles? Why now, after years of evasion, do they pose as the arbiters of discovery, holding up recycled truths as if they are new revelations? The survival of our nation depends on seeing this for what it is.

This is not about me. This is about our collective survival, shared liberty, and right to self-governance. The weapon unleashed on our nation was designed to deceive, divide, and conquer. But we can still overcome it. We can still see through the fog, recognize the truth, and reject those who seek to control us under the guise of liberation.
