Monis Irfan an instructional assistant and substitute at Bush Hill Elementary School in the Alexandria area of Fairfax County was sentenced to 150 months in prison followed by 20 years of supervised release for the attempted coercion and enticement of a minor and distribution of child pornography.   

How It Went Down

Irfan was contacted by a detective from the Child Exploitation Unit in an undercover capacity on a social networking site. They communicated and Irfan offered to meet the undercover detective and trade images of children that were sexually explicit in order to have access to a minor that Irfan thought he would have sex with. In February of 2019 Irfan was arrested and charged with two counts of solicitation of a minor, one count of attempted human trafficking and one count of attempted forcible sodomy.

Substitute Teacher and Active In His Local Mosque

Irfan was an elementary school employee who was entrusted with teaching and protecting our community’s children. But he was also a wolf in sheep’s clothing looking to prey on the most vulnerable members of our society, and he undertook a horrific hunt for opportunities to sexually abuse children. Our office is committed to working closely with state, local and federal authorities to ferret out such sexual predators, and we commend our investigative partners for their work in this case.

Monis Irfan worked at Bush Elementary School as a teaching assistant and substitute teacher but also was a part of his local community’s mosque.

Initial Charges And Sentencing

During the course of the investigation the investigators discovered pornography videos depicting the sexual abuse of an infant over encrypted messaging apps on his mobile phone. They also discovered that he used his phone to record himself in sexually inappropriate behavior with a 5-year-old child.

It was also discovered that prior to his arrests and the crimes he was arrested for that happened in 2019, Irfan had traded, transported and possessed child pornography using his cell phone and laptop.

Judging from the shift in charges we expect that many more arrests will come from the information and contacts from Irfan’s devices.
