New documents provided under the Freedom of Information Act (FOIA) and released by The Black Vault founder, John Greenewald show the Central Intelligence Agency had 6 remote-controlled dogs who were “field operational” and controlled by human beings (by way of brain surgery) as part of the MKULTRA “behavior modification” or mind control program.
The dogs could be made to run, turn and stop, according to a declassified letter (released as file C00021825) where a redacted individual writes to a doctor (name also redacted) with advice on launching such experiments.
The 6 dogs all received devices surgically implanted directly in the brain that would send electrical signals, controlling their movement at distances for up to 200 yards.
A battery pack and simulator was added to an already implanted harness where the signals would be sent to the electrodes.
“The specific aim of the research program was to examine the possibility of controlling the behavior of a dog, in an open field, by means of remotely triggering electrical stimulation of the brain,” one document explains.

What is even more disturbing is other documents show new details on how unwilling human beings were given experimental mind control drugs, mainly those in prison hospitals with inmates who were awaiting trial:
